PROGRAM MANAGER – STFC / LICENSED CARE PROGRAM – Tampa

Education & Requirements

Hold a master’s degree in the field of counseling, social work, psychology, rehabilitation, special education or human services and maintain licensure in the state of Florida as a LCSW, LMHC, LMFT.

Licensed clinical therapist (LCSW, LMHC, LMFT) must have a minimum of two (2) years of experience working with abused /neglected children and their families. A current list of conferences, workshops, and CEU credits dedicated to relevant child and family treatment issues is required.

Job Functions

The Licensed Care/STFC Program Manager will be responsible for maintaining and fostering quality relationships with the Community Partners, DCF, CBC, Medicaid/AHCA, GAL program and any additional community agents, working in the best interest and safety of the children. Attend MDT, community, and treatment team meetings.

Responsible for oversight and management of the STFC clinical program and licensed therapeutic foster homes including, but not limited to: Program development and management, policies and procedures, department monitoring and contract compliance. Being competent in licensing regulations and Florida State Statutes. Florida Administrative Code, Chapter 65C-13 is preferred but not required.

Responsible for the assessment of all placement referrals for clinical appropriateness into the Licensed Care Program (approximately 15 foster homes and approximately 15-20 placements) and will initiate and facilitate the intake and admission process in partnership with the Licensed Care Administrator.

Responsible for recruitment and retention of foster home- this includes working with CBC’s to ensure the agency is meeting all requirements for licensure.

Review initial licensing studies and re-licensing studies prior to submission to DCF.

Responsible for all aspects of the treatment planning process including but not limited to the formal treatment plan and subsequent reviews, bio-psychosocial, safety planning, permanency planning, discharge planning, and crisis stabilization planning for the clinical programs.

Report the status of the program and related issues and concerns as well as review and communicate all incident and/or abuse reports to the Vice President of Clinical Operations.

Provide clinical supervision and management of therapeutic service delivery by the clinical team, including but not limited to overall compliance with the policies and procedures, clinical reporting, department monitoring and contract.

Licensed Care/STFC will be responsible for providing coverage of cases during staff’s vacation and sick leave, if needed.

The direct supervision and training of the clinical staff (to include licensing specialist) including but not limited to the following:

  • Facilitating monthly clinical meeting focusing on professional development.
  • One-on-one clinical supervision and group supervision on an as needed basis.
  • Crisis intervention and support as needed.
  • Peer review of clinical documentation ensuring paperwork is completed and submitted in accordance to established time frames.
  • Oversight of the client files to maintain compliance with contractual agreements.

Non-essential Job Functions

Will be provided with a Families First of Florida cell phone and will be expected to return phone calls within the appropriate timeframes. Will be available to on call staff 24/7.

Required Knowledge, Skills, and Abilities

  • DSM assessing and diagnosing knowledge and practice.
  • Ability to manage and provide direct feedback and supervision to staff.
  • Must be proficient in Microsoft Office and technology use.
  • Competent in licensing rules and regulations.
  • Strong knowledge of Medicaid Guidelines pertaining to Community Behavioral Health and billing practices.
